The McNaughton Papers is the CISS on-line forum committed to the study of free discussion of strategic issues that are of particular relevance to Canada. It is named in honour of The Honourable General A.G.L. McNaughton, a decorated war hero who went on to hold a variety of important positions, including: Minister of Defence; representative of the UN International Atomic Energy Commission (IAEA); head of the Canadian Atomic Energy Board; President of the UN Security Council; and the Canadian Chairman of the International Joint Commission and the Canadian-American Joint Defence Board. Published on-line, these papers will be accessible electronically for the public on the CISS website and will comprise topical single-theme essays of interest.
